Boards of Directors

The Association is managed by a full-time Director and three Logistics Officers under the direction of an elected Board of Directors representing all regions of the country.  The Educational Foundation has its own Board of Directors. 

CAFP Board of Directors

The Association’s Board of Directors consists of the Immediate Past Chair and 16 members elected by the Association’s membership.  The Board of Directors is responsible for the ongoing work of the Association. 

Mr. Léo Duguay, President (Manitoba)
Léo took on the role of President of the Canadian Association of Former Parliamentarians in 2009.  After a career as a teacher, high school principal and President of the Canadian Teachers Federation, he became a Conservative Member of Parliament for St. Boniface, Manitoba from 1984 to 1993, where he served on many committees, including Health, Transport, Official Languages, and Employment and Immigration. He also served as Canada's representative on the Human Rights Committee at the United Nations 40th Assembly.  Following his House of Commons career, Léo was Chief of Staff to the Minister of Foreign Affairs before forming his own consulting firm in 1990.  He joined the Rothwell Group in 2006 and was recently recognized by The Hill Times as one of Canada's top 100 lobbyists.  He has also received numerous awards in recognition of his active community involvement, including the Manitoba Order of the Buffalo Hunt and induction in 2007 to the Manitoba Hockey Hall of Fame.

Educational Foundation Board of Directors

The CAFP Educational Foundation Board of Directors consists of 13 members elected at large, the Immediate Past Chair, and four directors appointed from and by the Board of the Association.  The Foundation’s Board of Directors is responsible for recommending to the Board of the Association, programs and projects to be funded.

 

Mr. Francis LeBlanc, President (Nova Scotia)
An economist by training, Francis LeBlanc was a Senior Policy Analyst with the Government of Canada, before being elected, in 1988, as a Liberal Member of Parliament for the Nova Scotia constituency of Cape Breton Highlands-Canso. During his first term in Parliament, he served as critic for Trade, Atlantic Development and Fisheries in the Official Opposition. Re-elected in 1993, he was named Chair of the House of Commons Standing Committee on Human Resources Development and led a cross-Canada parliamentary consultation on the renewal of Canada’s social security system. Later appointed Parliamentary Secretary to the Minister of Foreign Affairs, he led parliamentary delegations to the United Nations and to Haiti. In 1997, after his career as a parliamentarian, he joined the office of the Honourable Pierre Pettigrew as Chief of Staff until 2006 in the portfolios of Human Resources Development, International Trade, Health and Intergovernmental Affairs, and Foreign Affairs. In 2009, he was elected President of the Educational Foundation of the Canadian Association of Former Parliamentarians.
